how to detect if macros been disabled

Hi I need to detect if a user has disabled the macro msgbox.
if anyone can it would be much appreciated.

Now, mind you, I don't know for sure, but it would seem logical that if a
user has disabled macros, then there is no code that you could write which
would be able to run in order to tell you this.
