How to detect if an IP is connected/online ?

Assume the following situation: A Windows ME based computer is sometimes connected
to the internet through a fixed IP. How can I detect if the computer is currently
online (provided I know the IP address)?

Ok, I could write a programm which pings permanently the given IP address.

But I could imagine that there is a tool which already offers this feature.

Does someone know such a tool (which do a ping every lets say 10 minutes)?
