Detect a change on file system

Hi to all.
I have to know when and what change something on a folder, any
selected from user.
For change I mean:
-file deletion
-content file change
-file creation

I'd need to know that indipendently from the process who make change
(not necessarily my).

Is there some hook?
Or I need to develop a service, who run at os level?
