Suddenly each desktop icon appears with the desktop color
behind it and the text. I know this is governed by the
selection under System-Advanced-Performance-Settings-
Visual Effects, but that is checked as it should be.
Also the "Lock Web Items on Desktop" is not selected
under Arrange Icons. Is there another setting I should
be looking at?

If you have any Web content enabled on the desktop, it won't matter what
your other settings are. Right click the Desktop, select Properties,
Desktop, Customize Desktop, Web tab. Uncheck any web content.
