Desperately Needs Help! Unable To System Restore, Volume AdjustmentLocked, Taskbar Locked/Closed, Unable To Use "Find" Function.

I Am Currently Encountering With The Following Problems On My Windows
XP And I'm Unable To Solve It.

-My Task Bar Is Locked/Closed (It Doesn't Come Out At All, Hence I'm
Unable To Use The "Start" Menu)

-Volume Adjustment Locked (When I Click On The "Volume", Everything Is
Locked And My PC Is Muted)

-Unable To Use The "Find" Function In "My Computer"

-Tried To Solve This Problem By System Restoring, But When I Click On
System Restore, It Says "System restore is unable to protect your
computer.Please restart your computer and run system restore
again."(Tried Running It In Safe Mode, But Still Unable To System
Restore)

Can Someone Give Me A Solution To It?
