Desktop is webpage on first log in after RIS

When I use RIS to deploy new machines, when users log in to a machine for
the first time, their Desktop is their homepage... I have NOT set this
before the RipRep. When they close it, it goes away forever. This only
happens when they log in to a machine for the first time. This may be a
Group Policy thing (It only happens for people in a specific OU), but we
have Active Desktop turned off... I'm not and AD/GPO expert either.

How do I stop this annoyace? Thanks!
