Desktop Wallpaper Disappears when Toggle b/w Laptop and External Monitor

I have a user who looses his desktop wallpaper when he
toggles b/w his T23 thinkpad and external CRT monitor.
When you go to the display it still shows the image as
selected and you can re-APPLY the setting but as soon as
you FN F7 to switch, you loose the wallpaper (happens on
both the laptop and external) Please help.
