Is it possible to set the desktop icon so the only I can change them
or their position? No one or any program can change them

No , there isn't! Only by making a user account that only you, yourself
use, can you avoid tampering with customizable settings. Thinking again,
though, perhaps a virtual desktop manager might be the ticket? With one of
these you could run it yourself and create multiple desktops but I'm not too
sure if they keep settings on exit since I've never used one. I've heard
that Microsoft makes a free one called, unimaginatively, 'Desktops'

Not quite what you ask, but may be of help:

At least it deals with the annoying situation where temporarily changing
screen resolution trashes your desktop layout.
