all my shortcuts have the labels highlighted in blue.
Windowas XP, how can I fix?

You mean your desktop icons? If it's only the color you don't like, change
your desktop background color in Display Properties. If you don't want ANY
color block behind the icon labels, right-click My Computer and go to
Properties / Advanced tab / Performance Settings and check "Use drop shadows
for icon labels on the desktop".

Four things are required for transparent icon backgrounds:

System Properties | Advanced | Performance Settings | Visual Effects -
check “Use drop shadows for icon labels”.

Right-click on Desktop | Arrange Icons by | Lock web items must be cleared.

There can be no web content on your desktop, or transparency won’t work.
To check for web content: Display Properties | Desktop | Customize Desktop |
Web - make sure all check boxes are clear.

Wallpaper must be an image file
