Desktop shortcut creation problem

Hello all,

I have a problem on an XP SP2 machine, when i create a shortcut and
place it on the desktop it won't go to document and settings/all users/
desktop with the other shortcuts that I have moved manually but
instead to document and settings/jack/cookies/desktop

When i launch the shortcut I get an error window telling me that i
have no rights to access this folder (must be the cookies folder)
although I am logged under jack and have administrator rights.

I have looked in the registry for the cookies/desktop and found a
shell folder key which i have changed to all users/desktop but it
comes back to this shitty cookies/desktop folder

What could i do to solve permanently this problem ? I can always open
the folders and move the shortcut to the all users/desktop folder and
then everything is ok but it seems a bit stupid, so my question would
be where is the setting that defines where a shortcut is physically
created and how can i change it ?
