Desktop settings keep changing in a domain environment

Can someone please explain to me how desktop settings work on the XP
platform? We have XP computers in a 2003 server domain, using roaming
profiles. We have a hand full of computers with the following problem. The
department computer user's desktop screensaver settings are set up as follows:

Screen saver set to none
Power options set to:
Power scheme = Home/Office
Turn Off Monitor = never
Turn off hard drive = never
System Standby = never
system hibernation = never
On ONE particular computer in this department, this computer after 5-15
minutes will go into a password protect mode or the display will go black.

If I log into this computer with another user and make changes to the screen
saver settings, will that only affect that users display settings or will it
affect the computer as a whole?

This is getting really frustrating. How do I fix this issue? Other
computers in this department do not experience this problem, only this
computer!! Can someone shed some light on the situation?

Set the "Password protect the screen saver" domain policy to "Disabled".

It could be a power saving mode rather than a screen saver mode.
