Desktop not tesponding properly

After startup, my desktop icons and taskbar are totally
unresponsive after right-clicking, as if they were just
images on my wallpaper (especially Internet and Windows
Explorer. What does this mean? Restarting (hardboot) and
System Restore do not help. Outlook and a few other
programs do respond.

Any help on how to alleviate this short of taking the CPU
in for diagnosis/repair would be greatly approcaited.
