Desktop lockdown

I am creating a locked down XP SP1 desktop using GPO and there is one thing
that I cannot lock down on the start menu.

If anyone has any ideas to either:
A) Prevent opening explorer by double clicking "Programs" from the
Classic start menu or,
B) Remove "Programs" from the Classic start menu
it would be greatly appreciated.

Hello Charles,
Try redirecting the Start menu and customizing the shortcuts within.
