Desktop Item

I have WindowsXP Professional. Everything works as it should. I would like to
know how to install a Web Item onto my Desktop Background. I can save the
item to my pictures, etc., but can not save it as a Web Item like I could on
Windows98 and Millennium. Like I would want to put a GIF of Mickey mouse, as
an example, onto my background. Any suggestions?
