Dennis,
This is due to the Desktop.ini files located in (likely) the Administrator
and All Users startup folder. What likely is happening is during your copy
using xcopy or other tools the files are losing their hidden attribute. So
when the system starts up and processes what is in the startup folder these
files are executed and opened with their default application (notepad). You
can do one of two things... 1) Copy the files preserving their file
attributes 2) Remove all desktop.ini files from the post FBA startup
folders.
