desktop.ini & offline web pages in disk cleanup

I've recently found a desktop.ini file in several of folders. I don't know
what they are or if I need them or how to delete them. I've tried to launch
them but have not been able to as I get a 'the filename, directory name or
volume label syntax is incorrect' message. Please advise.

When I run Disk Cleanup the Offline Web Pages file does not clear even
though the box is checked. What else do I need to do clear this file?

Run a search for all desktop.ini files on your computer and shred them.

NOT!

desktop.ini is a Windows Explorer User Interface Configuration File.
