How do I customize desktop icons for different users?

Arrange the shortcuts in the different DESKTOP subfolders for the
private user folders under C:\DOCUMENTS AND SETTINGS. Put thiose
shortcuts that you want to have available from all accounts to
C:\DOCUMENTS AND SETTINGS\ALL USERS\DESKTOP.
