I tried to resolve this in chat, but the suggestions made did not solve the
problem.

Problem as stated above. I have tried clearing and rechecking the "Use drop
shadows for icon lables on desktop" box in System>Advanced>Performace>Visual
effects (the box was already checked when I first looked at it). That didn't
fix the problem, nor did restarting, nor did installing an update for my
video driver.

Additionally, the pictures on my desktop now appear pixelated and shallow,
even when color is set on the highest (32 bit) color setting.

Goto the System Control Panel, Advanced, Performance settings, then click
the Visual Effects tab

Check off Use Drop Shadows for Icon Labels on the desktop

Also in conjunction to the above setting, right click your desktop, then
arrange icons, and make sure lock items to web desktop is not checked off

Gary,

The second part of that recommendation fixed both problems. I have no idea
how that box got checked, but if it happens again, I'll know what to look
for. Thanks a million!

Wonderful!!! I've been trying to fix this problem for months. I really
appreciate your help. I wonder why the smallest thing can be so hard to fix
for the average joe like myself?

My icons are still screwed up. I've followed all the included instructions,

I don't know what "still screwed up" means.

Open the System applet in Control Panel, choose the Advanced tab, and
click Settings in the Performance section. Turn on the "Use drop
shadows for icon labels on the desktop option", and click Ok.

Four things are required for transparent icon backgrounds:

1) System Properties>Advanced>Performance Settings>VisualEffects - check
"use drop shadows for icon labels".

2) Right-click on Desktop ->Arrange Icons by>Lock Web items must be
cleared.

3) If you have any web content on your desktop, transparency won't work.
To check for web content: Display Properties>Desktop>Customize
Desktop>Web - make sure all checkboxes are clear.

4) Wallpaper must be an image file, not html.

I am trying this for my bosses computer, and she has the same problem.
Though she is also unable to access the effects tab too. You can click on
it, but it doesn't pop up like it should. Any suggestions for her problem?
Her icons were transparent then one day she saved a pdf image to the desktop
and it took the transparency away and we have not been able to access it
since.
