Desktop icon transparency missing

I was working on a client's XP Pro SP-2 machine today and noticed that the
background for the Desktop icon text was colored, i.e., it had a colored
rectangular box around it rather than being transparent. I checked the
Display Properties/ . . . Effects and the item "Use drop shadows for icon
labels on the Desktop" was already enabled, which I where I would normally
check first. So, I would appreciate any help in resolving this issue if
possible.

In addition to "Use drop shadows for icon labels", three other things are
needed:

- Right-click on Desktop | Arrange Icons by | Lock web items must be
cleared.

- There can't be any web content on the desktop. To check for this:
Display Properties | Desktop | Customize Desktop | Web
Untic all the boxes.

- Wallpaper must be an image file, not html.

drop shadow effect in Windows Server 2003 and Windows XP
