When I click on the desktop icon to IE it doesn't open up Explorer. This is
also the case when starting it from start menu and taskbar. It works fine
in other accounts not in adminstrator/main account. Any suggestions?

Have you tried removing and replacing it?
As you don't mention your operating system....

Desktop icon
Win9x:
IE-Tools-Internet Options-Advanced
Check "Show Internet Explorer on the desktop"

For XP:
Control Panel-Display Properties-Desktop tab.
Customize Desktop
