There isn't really a good way to answer this question. There is no one file
that controls the desktop background. This is handled by a number of files.
The background itself can be an image file. However, since the desktop is
like a web page, files like SHDOCVW.DLL control the displaying of the
background image. The registry stores the name of the image file that is
being used for the background. The list goes on.
