Desktop entries not in correct sequence?

I'm sure this hasn't always been the case, but nowadays my desktop
shortcuts just don't seem to be in the correct order. I click Arrange
Items by > Name (which BTW does not result in a checkmark being set,
possibly another problem?), but the result is not correct.

Underneath the 'standards' (My Computer etc) there are a dozen
shortcuts to some of my programs, in alphabetic order. Then there are
a few shortcuts to folders, also alphabetic. But after those come the
bulk of my program shortcuts. Why are those dozen or so isolated in
that way, and how might I try fixing that please?

The first set are in the "All Users\Desktop" folder, the others are in your
"Username\Desktop" folder.

Thanks. As I'm the sole user, is there any simple way to merge these
please? It's an unnecessary complication.

C:\documents and settings\username\desktop
C:\documents and settings\all users\desktop
are two folders but they are the desktop too. Not sure how many
people know this.
Just open both in explorer and drag the icons from all users to your
desktop. They will now belong to you and you'll solve one issue.

I install a lot of software the does not ask what user you want to
install it for and I move mine all the time from startmenu to startmenu.
I'm going to assume it works for desktops. I do it mostly so my
backup software will backup my desktop and startmenu so I'll have record
as to what I had installed when I restore. I've never been concerned
about the order since I don't have auto arrange turned on and I myself
fix the order and placement of the icons. That too might help you,
turn off auto arrange and stop sorting them. Or if you need some to be
sorted make a folder on your desktop and put some in there.

Here's the contents of a BAT file I wrote to copy the shortcuts from
my user1 folder to the all-users folder and then delete the first set:

copy C:\DOCUME~1\user1\Desktop\*.* C:\DOCUME~1\ALLUSE~1\Desktop\
del C:\DOCUME~1\user1\Desktop\*.*

Running this keeps all my shortcuts in the same folder.
