Desktop changes by itself

I am currently working on a Dell Dimension 4500 desktop
system running windowsXP Home SP1, 2.0Ghz cpu adn 512 MB
ram,

Whenever I log into the user's administrator account,
(john wayne for example) after a short time the desktop
display changes to a dark black background with green
lines bordering it and when U click on any icons U only
get very tiny windows and the text is un-readable. This
situation occurs regarldess of if U are in regular mode
or safe mode windows. The only way to shut down the
computer is to unplug it or hold the power button down.
This does not happen when U log into the "Windows
Administrator account" or the other user account on the
system that does not have "administrator privilages" I
created a new user account and copied all the stuff from
the account that is having the problems and got the same
issues.

Any Ideas that might help would be greatly apprecated.

I am nos sure what might be your problem, but maybe one of
the Microsoft Techies might have an answer for you.

If it only happens to 1 user account normally, then it
probably isn't a virus or other malicious code, but I
can't be sure of that.
