I have just joined and am not sure if Im doing this the wright way-Can anyone
help me please my Desktop backround is disabled

Start>Control Panel>Display>Desktop>scroll up/down for picture. If you
can't find it browse to where you keep your pictures & choose one.
Sometimes it's better to place your required picture in a folder which
is easily found.

If you are sure it has been disabled, go here to reverse the setting:

Click on #16 Active Desktop - Enable or Disable. Download and Run. Takes
just a couple of seconds.
