Desktop background doesn't always fully appear without manual refresh

Hi,

Our domain is 2003 with XP (SP2) workstations. I have a group policy in
place which sets the desktop's background to:

%systemroot%\web\wallpaper\windows xp.jpg

The style is set to "Stretch".

Although this usually works fine, what I've found is sometimes when a user
logs on, the background only appears on the top section of their screens,
with the rest of the screen background being black. All icons, etc, appear.
If they then push F5 to do a refresh, the background fully appears as it's
supposed to.

Does anyone know what causes this and how to prevent it?
