Desktop background doesn't always fully appear

Hi,
I have a wall paper set using Group Policy. The page is stored on a UNC
share accessible to all. However the Desktop does not fully appear at first
logon. (The Same happens if its stored locally on the PC's) Only the top
inch or so is shown. If the user manually refreshes the desktop it appears
properly. Does anyone know why this happens??

If there is no fix, is there a way I can automatically refresh the desktop
30 seconds after logon to make it appear.

I have goggled this and found others with the same, but not found a
solution.

PC's are XP Pro SP3
Server Win 2k3
