Desktop alert not alerting

I'm using Outlook 2003 running XP Pro with service pak 2. I have all the
appropriate boxes checked for the desktop alert, but I only get it when I
click on the send/receive button. I thought if Outlook was running and you
had it minimized, if email came in you would get the desktop alert to let you
know. I get it and the envelope icon after I click on the send/receive
button, not before. Anything I can do to change this?
