Is there a way to limit access to people on a ordinary Windows XP PC? I have
seen for example public libraries with Internet access have only 3 icons
displayed (Internet Explorer, MS Office and something else) on the desktop.
All the buttons on the start menu are grayed out.

Hi Ronald
This is done using the Windows Group Policy to customize the desktop
environment.
This is not a "trivial task" it will take time to learn and implement but if
you are interested a good whitepaper to start with is available from here:

A word of warning! group policy if VERY powerful if you mess something up
you can seriously affect your system (erm...or so I've been told ;-)
