It's not the physical size of the monitor that is the problem, it is the
monitor resolution setting.
To make your pages "fill" all monitor settings, place the content of the
page in a table set to 100% width and the page will expand and contract
depending upon the settings.
The drawback to this is that contents in the table will "move around" as the
table resizes itself unless you place the content in cells within the main
table.
Therefore most people design for 800 by 600 with the main table set at a
fixed width of 750 pixels and then center the table in the screen.
You can also use div tags and css positioning to make your page fit all
monitors, but you really need to do some studying to apply that to your web.
