Designing locally with FP2003

Do I have to install IIS and FPSE to design/develop a web site locally for
upload at a later date?

I'm not using ASP at all. After the web site is approved, I'll be uploading
to a web server with FPSE, php and mySql. Any other programming or scripting
will be done in php and mysql after the site is live.

No but I would recommend that you do along with mySQL and PHP for Windows.
