Designing forms in OL2003

The first difference I noticed is the Tools|Forms|Design
this form... is not available from a new message window.
Has it been moved, removed or am I just missing it?

Second, from the main Outlook window I do
Tools|Forms|Design a form..., choose the 'Message' form
and click open. An Internet Explorer message box pops up
with the message "Your current security settings prohibit
running ActiveX controls on this page. As a result, the
pave may not display correctly."

I have lowered all of my IE security settings that I know
about with no difference.

I am using Windows XP SP1a and Office Professional Edition
2003

It's there on my Outlook 2003. And when I do the second method, I get
the form in design mode.

Unfortunately, I don't know about the IE security settings.

If you've set Word 2003 as you email editor you can't design the message
form by selecting Design This Form from the Tools menu. Switch to the
Outlook editor and you'll be able to do this. (Tools, Options, Mail Format
tab).

I'm not sure about the second error, but I'll look it up and see what I can
find.

I've seen this when I started designing a form without first turning off my automatic signature.
