how do I designate a specific time for a/an already written message to send?

message options set the date and time for this message to be sent

I am not sure what you mean by already written. If you wrote it and save to drafts then open that email and change the delivery time under Option - Delay Delivery.

If you have already written and sent it then you will not be able to change the time you sent it as it was already sent?
