Designate which addresses get e-mail attachment

When creating a single message in Outlook, is there a way
to designate which recipients should receive the
attachment? For example, I am creating a message to two
people and intend to "cc" another three people. Only one
of the action recipients (and none of the "cc"
recipientss) needs the attachment; and I don't want to
burden the other four folks with the attachment. Can I
accomplish this with just one e-mail?
