I am interested in deploying a company logo as wallpaper, and matching
background with it. I have set up a GPO to deploy an active desktop
wallpaper but I am having difficulty finding a way to set the desktop. I
have identified the registry keys but am not sure on what is the best or
possible ways to deploy this. What is best practice or even a possible
solution.

Since the Wallpaper is a per-user setting, this is something that would
probably work well with a logon script.

You know that your users will have write permissions to this area of the
HKEY_CURRENT_USER registry key, assuming you didn't do anything unorthodox
here. So there's no reason to use a system or administrator account or
process to do this.
