deploy or merge outlook.xml custom navigation pane

In outlook 2003, the outlook.xml file contains navigation pane
customizations, shortcuts etc. Is there a way to deploy a customized
outlook shortcut pane to users in an organization running exchange
2003? The ending goal is to push out a custom shortcut group to all
users that will have the company structured shortcuts to public
folders.

The key is I do not want to destroy what users have already and wish
to merge the two XML files. Can this be done?
