Deny Domain Admin privilege to local admin

If an XP workstation is a member of an NT4 domain, can the Domain Admin
account be denied full admin priviledges to the local PC?

Remove "domain admins" from the local "administrators" group.

I won't get into whether this is a good idea or not.

Yes, if someone with local administrative privileges removes the
Domain Admins from the local Administrators group.
