deny delete permission

Hi all,

I have one file which is master file. now i wanted to set permission on
folder and file.

my query is
one master file in folder.

master file people can read and open and enter anything, but while saving it
should tell users to save as different file name on the same folder.
which is working file i have already checked.

after creation of the same, nobody should be able to delete any file in the
same folder.
