deny copy a files in desktop

Hello,
Is it possible in a computer with Win XP Pro SP2 to deny copy a file like
Word or Excel or another type in the desktop and my document and the other
directory.
Ok, it very strange, but i have a computer install in classroom for the
teacher, and i don't want the teacher have the possibility to copy there
course on this computer, i want just have the permition to plug an USB key or
CDROM or DVDRom and read there course.
My computer was not in a Domain AD, and there no internet connection.
So is possible with GPEDIT to create a policy with a new user. User admin
have all permitions and the user for the teacher have just read and execute
file but not copy or delete in this computer ????

Try to setup mandatory profile for the user
