Denied Permissions as an Administrator, HELP!

I get the following message when my XP starts up and when I try to open ATI
Catalyst configuration tool:
"You do not have permission to change Catalyst Control Center settings.
Please contact your administrator for further help"

Well, I am the administrator. That's the only profile I have on my system.

Anyone know how I can resolve this?

That's a rather bad plan, though if this is XP Home there certainly is
another account, the real Administrator account, available *only* in Safe
Mode.

If this isn't XP Home, create a new user account and shift to it, and stop
using the Administrator account.

Googling "You do not have permission to change Catalyst Control Center
settings" returns a number of suggestions for this, successful and
unsucessful. Check that the Event Log service hasn't been disabled.
Apparently that can trigger this problem.

You might try checking with ATI, too.

Another possible cause is an event log that is full and cannot expand but I'm
not sure if this can occur with XP Home.
