denied access

i have an office network and i can see all shared files but when trying to log into some of them a this message appears: "access is denied, you have no permission to use this network resource"
although i didn't apply any rule to access the shared files and in the sharing properties "all users can change and remove files" is turned on.
so, i would be pleased to find out what's going on and how can i solve this issue.
