Uninstall any prior versions of Outlook and then try running setup again as
a custom installation and make Outlook available.

After furious head scratching, Hammer asked:
| I recently installed the upgrades of the Office Basic 2007 with
| Professional Trial on my Dell computer. All the 2007 items installed
| except Outlook. Outlook has a red "X" telling me it is not available
| when it is one of the three components of Office Basic. On disc 2
| there is an upgrade for Outlook 07 with Business Contacts and this
| tells me I need to have 2007 installed first.
