Dell printer error

Dell DIM 2400 will not print at all (in WinXP.)
This is new: only recent change was reorganization
of accounts for Admin and User (limited).

1a. Attempt to print gets error message Print Spooler is not
turned on.
1b. In / Admin Tools / Services, spooler is shown stopped.
Attempt to turn it on gets Error 1068.
2. Start / Printers is wholly blank, i.e. does not show the
installed printer.
2b. Clicking on Add a Printer does nothing (but this window
can be closed OK, i.e. does not hang the OS.)

My plan had been to create a logical printer as Print to
File. Installed printer is Dell brand MFC that worked OK
in August, new inks earlier this year.

MS KB appears to show many varieties of Error 1068 but
none concerning printers (possibly none for WinXP.)
What does this indicate?

It's not a Dell, it's a rebadged Lexmark and the 1068 error is very well
documented. See steps 15-17 at:

You can replace this garbage with a new soon to ship Canon IP4600 for
under $100.
