Dell Optiplex USB Problems

Over 50 machines with reloaded Windows XP Pro - if the USB mouse and keyboard
connectors are swapped from their OS installation position before boot OS
can't find them. If a non-administrator attempts to insert any USB device
(including changing the port of the keyboard) the message "You must be a
member of the Administrators group on this computer to install this hardware:
USB Mass Storage Device" (or whatever is actually inserted) prevents
installation. Significant software installation for a lab makes Dell support
recommendation, "just reinstall", a very poor choice. Over 200 other
machines (all Gateway) work perfectly with the same domain users inserting
the same devices using the same basic software packages (just "repaired" and
added Dell machine-specific video/audio/NIC drivers).

(Tried the "NoDriveTypeAutoRun" regedit from a similar post without change.
Machines have adequate available drive letters.)

I don't remember where in these groups I read this, but you need to give the
users the "Add new hardware" permission....

This permission does not exist... even if you seen such advice
anywhere, it's a nonsense.

The recovery OS image probably has damaged or tampered INF
database, so the in-box USB drivers appear as unsigned.
