I'm not familiar with that specific external USB TV tuner.
Usually external USB tv tuners will have their own on-board
hardware encoders etc, and will produce an Mpeg2 file -
which will not be compatible with WMM.
And again, *usually*, such USB hardware (I know hauppauge
and Avermedia do) will be supplied with their own basic
capture software, and a basic version of an Mpeg editing
app, such as Ulead or Roxio? (which you can use to create
a WMM compatible WMV or AVI)
With the external USB tuners (DVB) that I've experiance of
they produce a codec dependent Mpeg2 file.
I always duck the issue with Dell products, and always
guide the enquirer to:
