Dell Hardware Swap/Add Capability?

A family member just ordered a Dell. Another family member told them that
Dell makes good computers, but have issues when it comes to swapping or
adding hardware. He went on to indicate that it is so limited that you have
to order the hardware through Dell in order to get something that will work.
I am hoping for opinions and thoughts to support or refute this claim.

Desktops, not the small form factor but the larger/normal size can have
parts put in them as you feel you want them. They have AGP ports, so put in
your favorite video card.. They have several PCI slots, use your favorite
cards there.. They have SATA and EIDE in most cases now - use your favorite
hard drives/CD drives..

Although it is true that Dell computers have branded motherboards that must
be replace through Dell, it is not true that only Dell sells power supplies
for their computers. Due to popular demand for robust power supplies to
replace the anemic ones supplied by Dell, some builders of power supplies
(PC Power and Cooling, for example) have been offering replacement power
supplies for Dell computers for a several years.
