Delivery Status Notification Messages - Outlook 2007

I recently upgraded to Outlook 2007, and I am randomly getting Delivery
Status Notifications for e-mails, even though I have this option turned off
under Tools > Options > E-mail Options > Tracking and it is not selected in
the individual e-mail message options. Is there a setting that I am missing,
maybe on our Exchange 2003 server? What is confusing is that I receive these
delivery notifications very sporadically. There seems to be no pattern.
