Of course this is true. Everyone has the option of ignoring read receipt
requests. You'd never get a read receipt from me, for example, because it's
none of your business when or even whether I read my mail.

WIthout tools other than Outlook, this isn't possible.

There is no such application as Outlook Express 2003. You have either
Outlook Express (v6, probably) or Outlook 2003. Help>About will tell you.

If you're using an Exchange server and the messages are internal, then the
Exchange administrator can force the honoring of read receipt requests.
Otherwise, I don't think it's possible.
