delivery reports on emails without the recipient knowing

I have heard it is possible to find out if someone has read your email
without them sending you a read receipt. The reason I need this facaility is
that certain people are saying I have not emailed them and I have
confirmation in my bcc column but I would like to know they have actually
read this without them knowing I know...So to speak. I have outlook express
2003. I have heard this is possible as apparently the police force has this??

Of course this is true. Everyone has the option of ignoring read receipt
requests. You'd never get a read receipt from me, for example, because it's
none of your business when or even whether I read my mail.

WIthout tools other than Outlook, this isn't possible.

There is no such application as Outlook Express 2003. You have either
Outlook Express (v6, probably) or Outlook 2003. Help>About will tell you.

If you're using an Exchange server and the messages are internal, then the
Exchange administrator can force the honoring of read receipt requests.
Otherwise, I don't think it's possible.

I mistyped and this should have been "not true". Unless you have sometthing
like a web bug embedded in the message, you can't find out if someone had
read your message without them having sent a read receipt.
