Delivery reciepts Outlook 2003

I don't get read reciepts at all.
I am using Outlook 2003.
Do I have some security setting wrong or something?
I have not been able to figure it out through the help function.
Any suggestions.

Perhaps the recipient is not receiving receipts, as they be removed by their
server, or the recipient ignores them
