Delivery method "Outlook"

When you create a campaign and set deliver method to "Outlook", why would it
not have the Merge Fields ready to go when you edit the message? It has no
Quick parts. Seems like a most natural time to enter merge codes without
all the hassle of creating a new word doc, etc, etc.
