I am trying to reconfigure a laptop to offline status ie no net connection. As I said tried BIOS and system configure etc. Still comes up in startup with the usual bubble

Are you talking about a warning bubble from the wireless icon in the notification tray?

If so double click on the icon to bring up the connection status box, then properties and uncheck the 'Show icon' and 'Notify' options at the bottom.

Then just disable the device

There is one way to resolve your problem is to have multiple hardware profiles.

To set this up open system properties, by right clicking on my computer and selecting properties,
select the hardware tab and then hardware profiles.

Follow the setups, so each time you boot up windows you will be asked for a hardware profile, ie Network or No Network,
on the no network disable the network though system devices or through system services. etc...
